The San Bernardino Valley is temperate with about 15 inches of rain annually and temperatures ranging from the 30s to the 60s in January and from the 50s to high 90s in July. The San Bernardino Mountains, Big Bear Lake and Lake Arrowhead are a popular winter sports area. Its diverse climate and geography, from snow-peaked skiing slopes to vast deserts, offers a wide range of nature-based entertainment for both local residents and tourists. One can go from the ski resorts of Big Bear to the beaches of Orange County in two hours. About 90% of the county is desert; the remainder consists of the San Bernardino Valley and the San Bernardino Mountains. The Mojave National Preserve is roughly 700,000 acres of protected desert landscape. The County also hosts the entrances to two National Parks (Joshua Tree and Death Valley).
San Bernardino County California Labor Compliance
The Economic Development Agency (EDA) and Community Development and Housing (CDH) provide funding for construction projects that may require prevailing wage. On prevailing wage projects, a web-based, electronic certified payroll tracking system has been implemented to monitor compliance of Davis-Bacon and Related Acts (DBRA). In addition to DBRA compliance, the system monitors, tracks and provides all required U.S. Department of Housing and Urban Development (HUD) reports and any semi-annual and ad-hoc reports for socioeconomic programs.
The DBRA requires all contractors and subcontractors performing work on federal or District of Columbia construction contracts or federally assisted contracts in excess of $2,000 to pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits for corresponding classes of laborers and mechanics employed on similar projects in the area. The prevailing wage rates and fringe benefits are determined by the Secretary of Labor for inclusion in covered contracts.
In addition to the Davis Bacon Act itself, Congress added Davis-Bacon prevailing wage provisions to approximately 60 laws—”Related Acts”—under which federal agencies assist construction projects through grants, loans, loan guarantees, and insurance. Generally, the application of prevailing wage requirements to projects receiving federal assistance under any particular “related” Act depends on the provisions of that law.
The U.S. Department of Labor (DOL) has oversight responsibilities to assure coordination of administration and consistency of enforcement of the labor standards provisions of DBRA. Under this authority, DOL has issued regulations establishing standards and procedures for the administration and enforcement of the Davis-Bacon labor standards provisions. Federal contracting agencies have day-to-day responsibility for administration and enforcement of the Davis-Bacon labor standards provisions in covered contracts for which they are responsible or to which they provide federal assistance under laws they administer. Wages are issued in the following formats as General Decision (or Federal Wage Determination) and/or a State Wage Rate Index (State Determination).
